Progression in Overwatch is built around leveling up a player's account by earning experience. Players gain experience by completing any game mode. Leveling up also gives Loot Boxes which give collectible items. Currently, experience is gained by completing Quick PlayPlay vs. AIPractice vs. The amount of experience earned is determined by a variety of factors: round length, outcome, and individual participation. The experience award will be given when the game finishes and will be displayed on the endgame scoreboard.
The rate of leaving is calculated over the 20 most recent matches. Dropping from a match due to inactivity or disconnecting will also count. It will also count if you are disconnected due to loss of internet connection.
If the rate of leaving rises above a threshold, that player will receive a warning message which will be displayed when you attempt to quit again. The penalty is lifted if the rate of leaving goes under the threshold again. The Leaver Penalty condition is much more severe in Competitive Play.Openvr benchmark leaderboard
It was reported that quitting one or two matches is enough for the penalty to be applied. The one who backfills will get a bonus at the end of the match as a reward. The backfill player will not receive a loss in their statistic if their team loses, but they will receive a win if their team wins.
If the backfill player leaves that game, it will still count toward the Leaver Penalty. If players play consecutive matches without interruption, they will receive a small experience bonus.
In the case when the matchmaking system cannot find enough participants to continue the match, and the player is forced to return to the main menu, that player still receives the Consecutive Match bonus for next match if they don't cancel the automatic game matching. Competitive Play, however, doesn't have the Consecutive Match bonus, as you cannot play a Consecutive Match. Note that it will add separately into each factor instead of adding to the sum at the end.
Here's how Overwatch's leave game penalty works
First Win of the Day is added for the first winning match of the day. The bonus will not be added again until the server "day" resets at 12am GMT. Gold, silver, and bronze medals are given to the top three best-performing members of a team, respectively; and are given based on the categories on the final scoreboard : Eliminations, Objective Kills, Objective Time, Damage Done, Healing Done. If the player changes character mid-match, the value for each category will be the sum of each hero's value.
Overwatch Players Who Rage Quit Will Get A 75% XP Penalty
On the scoreboard at the end of the match, the player may see the notice of "Career Best" below a category, indicating that is their best performance in that category as that character. Categories that are specific to certain characters do not reward medals.
Experience is earned on an account-wide level and is not tied to individual heroes. Successive levels require additional experience. After level 22, the experience needed to level up stops rising and stays at 20, XP from then on. Upon gaining enough experience to level up atplayers will get a promotionand players' portrait border continues to advance to the subsequent tier.If you leave too many Overwatch games while they're in progress you will incur a 75 per cent XP penalty.

You're considered a 'leaver' if you leave a game after the 'Assemble Your Team' phase and before the match ends.
But you are not considered a leaver if you exit before the 'Assemble Your Team' phase is over, or after you see the 'Victory' or 'Defeat' words across the screen.
Your 'leaver' ratio is based on your 20 most recent games, and if it falls too low, you will be warned in the bottom-left of your screen. If you continue to leave games after the warning, you will incur the 75 per cent XP penalty. What if you disconnect? Depends which side is to blame. If your computer disconnects from the server, it counts as you leaving the game, whereas if the server drops connection, it doesn't count.
Unfortunately, leaving a game because you've accepted a group invite also counts towards your negative 'leaver' score. We understand that there are circumstances, either in or outside of your control, that may necessitate you needing to step away from a game before it ends. It's only if you repeatedly leave games in succession, to the point where it could be considered a habitual behaviour, that you will be penalised. Now I don't understand what you mean with "penalty". Are you getting lower XP for traditional matches due to overwatch? With a standard competitive combined with a lets say cases, I get like XP. I feel this are more than enough.
Note that you will get less XP for each match, thats because your weekly bonus that are added both to traditional match XP and overwatch XP will decrease for each match. This bonus resets weekly.
A good idea to get large amounts of XP is to just do lots of OW cases and then "finish off" with a standard competitive. Keep an eye of weekly bonus.
This bonus I think is there to keep off people from being TOO active in standard matches. I guess this is well tought off to give room for newer players so the servers don't become too full, eg "give everyone a chance to partipicate".
Note that weekly bonus only lowers after a match, not a OW case. Note that the bonus penalty are not preventing you from playing, its more a incentive to wait and play next week instead to give room to never players, if you already played very much this week. It could be solved by having the overwatch reward to be handouted directly when it detects that you did a correct verdict eg when the case is finalized and any bans have been handed out or system decided to not hand out any bansbut that would propably require a heavy rebuild of the XP system that is designed to handout XP after a match completion.The XP penalty inflicted by quitting Overwatch games before they end has been a source of confusion among players.
Mostly the questions concern how to get rid of it. In response, Blizzard has detailed the punishment on Overwatch's official forums. If your percentage of games left across the last 20 games rises above Blizzard's "pretty high" threshold, you'll be given a warning in the bottom-left corner of your screen. Crucially, this includes disconnects and inactivity kicks.
The former seems rather cruel, but Overwatch can tell when the disconnect is server-side, and won't penalise in those instances.
It's not time-based—the penalty remains until your leave rate in the last 20 games falls back below the threshold. Leaving the game before the 'Assemble' phase is over won't count against you. The same is true for leaving on the victory or defeat screen.
What will add to your leave rate is being pulled from a game in progress by joining a group. On that count Blizzard has admitted "this process may not always feel great, and that's certainly feedback for us to consider.
